With reference to your cypher telegram of the 9th of December, paraphrase of which is enclosed, I have the honour to inform you that I referred your message to the General Officer Commanding and suggested that he should invite the Consul-General

of the United States of America to make an inspection of the Camp

and to satisfy himself as to the routine carried on therein and to

report the result of the inspection.

Major-General Kelly acted on my suggestion and appears to have suggested in addition that the Consul-General should make a direct report to his Government.

Mr. Anderson accordingly after his inspection of

the Camp sent to his Government the telegram, of which a copy is enclosed, the purport of which I communicated in my telegram of the 15th instant, paraphrase of which is attached, and he has now furnished the enclosed copy of a report which he has sent to his

Government.

It is hardly necessary for me to add that there is no foundation for the report made to the German Goverment, and the Military Authorities, who have charge of the Camp and its management, will no doubt make a separate report to the Army

Council in the matter.
